NOTICE TO BIDDERS
Waterside Park Greenway Project, Phase 1
Sealed proposals will be received by North Franklin Township, Washington County, Pennsylvania, at 345 Franklin Farms Road, Washington, PA 15301 until 12:00 PM on Monday April 7, 2025, for the WATERSIDE PARK GREENWAY PHASE 1 PROJECT. The bids will be publicly opened and read aloud at that time. A motion on the bids will be made at the regular North Franklin Township meeting held at 5:30 PM on Tuesday April 8, 2025.
WATERSIDE PARK GREENWAY PHASE 1 PROJECT – Includes the labor, materials, and equipment necessary to install approximately 1,629 feet of concrete pathways at varying widths and depths, 1,005 feet of a 2’ gravel pathways, 70 feet of split rail fencing, 164 feet of ADA metal handrails, and any associated site grading. Also included is two (2) Add Alt bids for the installation of approximately 970 feet of a 6’ wide concrete pathway, Rediblock retaining wall, and concrete fishing area.
Proposals must be on the forms furnished by the Township Engineer. All bids must be accompanied by a certified check or Bid Bond in the amount of ten percent (10%) of the bid price, made payable to North Franklin Township.
Bid Packages are available at no cost via download from the Harshman CE Group, LLC website at https://www.harshmanllc.com under the “Bidding” tab. Hard copies are available at the Township Engineer’s office, Harshman CE Group, LLC located at 2455 Park Avenue, Washington, PA 15301, upon payment of $50.00. A non-mandatory pre-bid meeting will be held at the site at 10:00 A.M. on Wednesday April 2, 2025.
The bid envelopes must be clearly marked WATERSIDE PARK GREENWAY PHASE 1 PROJECT. North Franklin Township reserves the right to reject any or all bid proposals or any portion thereof.
Attention of Bidders is called to the requirements concerning the payment of not less than the prevailing wage and salary rate provisions of the Pennsylvania Prevailing Wage Act 442 for the projects. Awarded bidder shall provide 100% Performance Bond, 100% Payment Bond and 100% Maintenance Bond for the WATERSIDE PARK GREENWAY PHASE 1 PROJECT. Liquidated damages will apply at the rate of $500.00 per calendar day.
Bids may be held by North Franklin Township for a period not to exceed sixty (60) days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the contract.

Waterside Park Event Center Project
Sealed proposals will be received by North Franklin Township, Washington County,
Pennsylvania, at 345 Franklin Farms Road, until 12:00 noon on August 7, 2024, for the
Waterside Park Event Center Project. Bids will be publicly opened and read aloud at that time. A
motion on the bids will be made at the regular North Franklin Township meeting held at 5:30PM
on August 13, 2024.
The Waterside Park Event Center Project includes the labor, materials, and equipment
necessary to complete the renovations and improvements to the existing brick building located
at 345 Franklin Farms Road to construct a three-season pavilion. This project is subject to the
PA Separations Act of 1913 and is separated into four (4) prime contracts for General Trades,
Mechanical, Electrical, and Plumbing, which cumulatively include the total project scope.
Proposals must be on the forms furnished by the Township Engineer. The bid must be
accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid
price, made payable to North Franklin Township.
