The North Franklin Township Supervisors have proclaimed the existence of a Disaster Emergency in North Franklin Township, the text of which follows:
DECLARATION OF DISASTER EMERGENCY
WHEREAS, on or about June 15, 2025 flooding caused by a storm has caused or threatens to cause injury, damage, and suffering to the persons and property of North Franklin Township; and
WHEREAS, the flooding has endangered the health, safety and welfare of a substantial number of persons residing in North Franklin Township, and threatens to create problems greater in scope than North Franklin Township may be able to resolve; and
WHEREAS, emergency management measures are required to reduce the severity of this disaster and to protect the health, safety and welfare of affected residents in North Franklin Township:
NOW, THEREFORE, we, the undersigned Supervisors of North Franklin Township, pursuant to the provisions of Section 7501 of the Pennsylvania Emergency Management Services Code, (35 PA C.S., Section 7501), as amended, do hereby proclaim the existence of a disaster emergency in North Franklin Township.
FURTHER, we direct the North Franklin Township Emergency Management Coordinator
to coordinate the activities of the emergency response, to take all appropriate action needed to alleviate the effects of this disaster, to aid in the restoration of essential public services, and to take any other emergency response action deemed necessary to respond to this emergency.
STILL FURTHER, we authorize officials of North Franklin Township to act as necessary to meet the current demands of this emergency, namely: by the employment of temporary workers, by the rental of equipment, by the purchase of supplies and materials, and by entering into such contracts and agreements for the performance of public work as may be required to meet the emergency, all without regard to those time-consuming procedures and formalities normally prescribed by law, mandatory constitutional requirements excepted.
This Proclamation shall take effect immediately.

It is important to understand that this proclamation alone does not make any assistance funding available. The allocation of funding for a disaster is determined at a state and/or federal level.
If an allocation is made in the future, it will be important for the proper authorities to have contact information for those in North Franklin who have suffered damages.

The Township and Washington County are laying the groundwork so that our residents are included if funding is allocated in the future, but we want to stress that currently there is no funding available and there is no promise of future funding.
