NOTICE TO ALL POTENTIAL RESPONDENTS
The Request for Proposals (RFP) is modified as set forth in this Addendum. The original RFP Documents remain in full force and effect, except as modified by this Addendum, which is hereby made part of the RFP. Respondent shall take this Addendum into consideration when preparing and submitting its Proposal.
PROPOSAL SUBMITTAL DEADLINE
The Proposal submittal deadline has been changed as noted herein, and modifies the deadline stated in the RFP. The new Proposal submittal deadline is Thursday, October 20 at 12:00 PM (Noon).
CHANGE TO RFP – SECTION 3. SCOPE OF WORK
This addendum adds a drawing prepared by PA Department of Transportation | Engineering District 12-0 which offers details for the installation of preemption equipment at the Franklin Farms Road and Park Avenue (Route 18) intersection.

The Board of Supervisors of North Franklin Township, Washington County, Pennsylvania, is accepting proposals for a one-time contract to replace the flashing signal equipment and install emergency preemption equipment at the intersection of Franklin Farms Road and Sylvan Drive, and to install emergency preemption equipment on the existing traffic signal at the intersection of Franklin Farms Road and Park Avenue.
Sealed proposals (1 original and 2 copies) must be received by Jacqueline Kotchman, Township Secretary at 620 Franklin Farms Road, Washington, PA 15301 no later than Tuesday, October 4, 2022, at 12:00 p.m. (noon).
Bids, whether mailed or delivered in person, shall be sealed, clearly marked “Preemption Systems”, and addressed to:

A pre-bid meeting to discuss the project scope of work will be held Wednesday, September 14, 2022, at 11:00 a.m. at

The Township may, before or after proposal opening and in its sole discretion, clarify, modify, amend, or terminate this RFP/RFQ, if the Township determines it is in the Township’s best interest. Any such action shall be affected by a posting on the Township’s website, northfranklin.org/north-franklin-township-projects/

Separate Sealed Bids for the construction of the Project including furnishing all labor, materials, tools, equipment, transportation, supervision and complete performance for all work specified in each Contract will be received at the North Franklin Township Municipal Building located at 620 Franklin Farms Road, Washington, PA 15301, until Tuesday, July 19, 2022, at 11:00 AM local time.
After that time, the Bids received will be publicly opened and read aloud. A scheduled meeting at 5:30 PM on July 19, 2022 at the Township Building will be held to consider awarding the contracts.

AT THE 5/10/22 TOWNSHIP MEETING, THIS CONTRACT WAS AWARDED TO D.L. & D.K. JOHNSON EXCAVATING.
Sealed proposals for ON-CALL CONSTRUCTION EQUIPMENT RENTAL will be received by North Franklin Township, 620 Franklin Farms Road, Washington, PA 15301, until 12:00 noon, local prevailing time, on Friday, May 6, 2022. North Franklin Township is seeking to rent certain pieces of construction equipment with qualified operators in order to augment its own construction equipment and work force on various projects, on an as needed basis. Any Contractor submitting a proposal price for the rental of any equipment, guarantees by virtue of submitting a proposal, that the hourly rental charges indicated will remain fixed for the entire term of the contract as set forth in Section 15 of the Standard Instructions to Bidders, herein.
Specifications and proposal blanks may be picked up at the North Franklin Township Office, 620 Franklin Farms Road, Washington, PA 15301 or by submitting a written request to this address. Bidders may fax their written request to the North Franklin Township Office at 724-228-2150.

Bids, whether mailed or delivered in person, shall be sealed and clearly marked “ON-CALL CONSTRUCTION EQUIPMENT RENTAL” and addressed to Erin Dinch, North Franklin Township, 620 Franklin Farms Road, Washington, PA 15301. Bids received after the bid closing time will not be accepted.
Bids will be opened and read publicly on Friday, May 6 at 12:00 PM (noon) at the North Franklin Township Municipal Building located at 620 Franklin Farms Road, Washington, PA 15301. Bids will then be reviewed by staff and a bid winner will be announced on or before June 30, 2022.
Bids may be held by the Township for a period of sixty (60) days from the date of the opening of the bids for the purpose of reviewing bids and investigating the qualifications of bidders prior to awarding the Contract. The Township reserves the right to accept or reject any or all bids or any portion thereof, or to waive any informalities in the bids.
